Ashamnu is the communal confession when we tap our chests and speak of ways in which we neglected, abused or betrayed the relationship we have with G-d.
Notice how the Machzor prefaces Ashamnu with Ki Anu Amecha, before we get into the problems and issues, we first re-establish the relationship.
